    INTRODUCTION:
    Established in 1885 as Morris College, this is one of the oldest colleges in the country. Foundation of the College was laid in December 1806 by Mount Stuwart Elphinston, then Resident (1804- 24 January 1807) of East India Company, appointed at the Court of Raje Raghuj Bhonsale-II (1775-1816). Its name was changed twice before, once as Nagpur Mahavidyalaya until 1885 and since then it is known as Vasantrao Naik Government Institute of Arts and Social Sciences, Nagpur, in honour of the former Chief Minister of Maharashtra, Late Vasantrao Naik, who was an alumnus of this College.

    The College has eight subjects in its curriculum, viz. Philosophy, Sanskrit, Persian, English, Marathi, Economics and History, but with a view to providing variety of subject combinations to the students, some more classical languages like Arabic, Urdu, Pali and Prakruit, Ancient History and Culture were added. Similarly, some popular subjects like sociology, political science along with some practical subjects like Home Economics, Psychology, Geography and Music were introduced. Thus, presently, 18 subjects are being taught in this Institute.

    The motto of the college initially was, 'Self help for the progress of higher education in the Central provinces'. Gradually, 'One heart, one Mind ' became the motto of the Institution. The mission of the Institute is to educate the masses and make them good professionals and citizens. The Institute is mainly concentrating on imparting education in Arts and Social Science subjects. There are some rare courses offered in the College such as, Pali, Persian, Arabic, Prakrit and Ancient Indian History and Culture. The alumni of the College includes several outstanding personalities, to mention a few, - the late Loknayak Dr M.S. Aney, former Vice President of India, Late Justice Hidayatullah, former Prime Minister, Shri P.V. Narasimha Rao, present Advisor to the Prime Minister, Shri Brijesh Mishra, the former Chief Ministers of Maharashtra late Shri Vasantrao Naik and Sudhakarrao Naik and also the former Chief Minister of Madhya Pradesh and Union Minister, Shri V.C. Shukla. The College which had just 21 students when it began in 1885, has currently 1856 students pursuing various courses of studies. The Institute is located in 18.39 acres of land. It has 85 permanent and temporary teaching staff and has on its roll 1156 students at UG level and 678 students at PG level and 22 students have been enrolled as Ph.D. scholars.

    The Institute volunteer ed to be assessed by the National Assessment and Accreditaion Council, Bangalore by submitting its Self-study Report in 2003. The NAAC Team comprising Dr K.L. Kamal (Chairman), former Vice-Chancellor, Rajasthan University; Prof. K.M. Kaveriappa (Member), Chairman, Department of Applied Botany, Manglore university and Prof. P.K. Sahu (Member), Deputy Chairman, Orissa State Planning Board, visited the Institute on 27th January 2004. The Peer Team carefully perused and analysed the Self-study Report, visited all the Departments, Library and other units of the Institute. The team had an inter-action with the Principal and other staff members, the students, administrative staff, alumni,, parents and all others associated with the Institution. The salient features of the Report are as follows:-

    CRITERIA: I : CURRICULAR ASPECT:
    The Institute offers several courses in Arts including languages and social sciences. The students can opt for any of the eight classical and modern languages like English, Marathi, Hindi, Pali and Prakrit, Urdu, Arabic, Parsian and Sanskit. Similarly, there is a wide range of social science subjects like Economics, Political Science, History, Ancient History and Culture, Home Economics, Music, Philosophy, Geography, Psychology and Sociology. At the PG level, languages like English, Marathi, Parsian, Sanskrit, Arabic and Urdu and social science subjects like Economics, Geography, History, Home Economics, Music, Philosophy and Political Science are offered. The Institute offers career-oriented programmes like Music and Home Economics. The remaining subjects are basic in nature and have indirect potential for jobs. The students have to adhere to time-frame given by the University and have no option for horizontal mobility while pursuing different courses. There are elective options are at the PG level. Most of the subjects have core papers and non-core options. Since the courses offered are humanities and social sciences including languages, the Institute believes that the curriculum can help overall personality development of students. The curriculum enabled the students to persue further studies and build up career in the fields of Law, Performing Arts, Journalism and Mass Communication, Education, Administrative Services, Armed Forces, Management of Trade, Commerce, Industry and Enterpreneurships.

    The Institute being an affiliated college of Nagpur University, does not have the authority in curriculum development of its own. The curriculum decided by the Boards of Studies of the University, have been adopted by the Institute for different courses. However, the teachers of the Institutes as members of different of Boards of Studies at the University level have participated in the curriculum development. They also suggest various modifications in the course curriculum from time to time according to the social needs. Being a Government Institution, introduction of new curriculum takes longer period of time. The Institute has not arranged to have separate feed back from academic peers and the employers of different agencies since it believes that the courses are designed by the University on the basis of UGC guidelines and recommendations of the Academic Council of the University.

    CRITERION II TEACHING, LEARNING AND EVALUATION:
    The Institute admits students on the basis of their academic records and performance in the interviews. However, it follows the Nagpur University Norms to provide education to the weaker sections of the society. The knowledge of the students admitted to the courses is assessed on the basis of their performance in various tests and assignments. The weaker students get extra coaching. . The advanced learners, on the other hand, are given learning materials and extra assignments.

    The unitized syllabus with the number of teaching hours assigned to cover each topic, is helpful for the teachers to prepare their teaching plans in advance in the beginning of the academic year itself. The usual method of class room lecture is supplemented by project work, field studies, library work and visits to Industries wherever necessary. It would be better if the teaching aids like O.H.P. and slide projector are provided to departments.
    The teachers are recruited by the MPSC. Since the recruitments have been stopped, the teachers are now recruited on ad-hoc /CHB basis by the Director of Higher Education/ Director of the Institute to meet the additional workload. In some Departments, the ratio of full-time to part-time faculty is almost equal. The lack of commitment of ad-hoc teachers may hinder educational process. This is also the apprehension of parents and alumni.

    The evaluation methods are communicated to students in the beginning of the year. The performance of students is monitored through feed-back on project work, class tests etc. Since many of the courses offered in the Institute are not skill oriented, there is a tendency among the students to leave the courses in the middle of the academic year. Skill-oriented short term Self Financing Courses (Certificate or Diploma) may be offered along with regular degree programmes to bring down the drop-out rate. It will help in the placement of students. There is ample scope for starting short term programmes of inter-disciplinary nature by the Department like Home Economics in collaboration with Home Science and Psychology Departments and by the Department of History in collaboration with the Department of Ancient History and Culture.

    Although the Institute could not provide for the professional development of teachers, many have managed to acquire research degrees by working on part-time basis. Nine teachers have been deputed to work for Ph.D. under the FIP. The record of faculty members who attended national/inter-national conferences is impressive. As many as 16 teachers have attended national level conferences while eight have attended inter- national conferences. In the Institution itself as many as seven conferences /work-shops have been held in the last two years.

    At present, the teacher evaluation is on the basis of self-appraisal method only. It would be better if student evaluation of teachers is also done to check the efficiency of teachers. The process of getting feed-back about the faculty from the students has started.

    CRITERION III: RESEARCH, CONSULTANCY AND EXTENSION:
    Barring a few departments like Hindi, Sociology, Psychology, and Ancient History and Culture all the departments conduct both UG and PG Programmes . Twenty-two out of forty-eight permanent faculty have Ph.D. Degrees when it would be ideal if all the teachers possess research degrees and contribute to research in addition to their teaching activities. Some departments like Home Economics, Geography, Ancient History and Culture, operate projects of their own without any financial assistance.

    At present some members of the faculty provide consultancy services in an informal way. . The Home Economics Department and the Department of Psychology have potential to offer consultancy services in an organized manner. This may be encouraged .

    A member of the faculty is placed in additional charge of extension activities. Community development, health and hygiene, adult literacy, AIDS awareness, blood donation and environmental awareness are some of the areas of extension activities in the Institution. In this context, the work of NSS Unit of the College requires commendation as it is adjudged as the best NSS Unitt by Nagpur University and by the State of Maharashtra. Students of some departments like Geography, Home Economics and English are involved in helping people to know the methods of saving money, importance of education of girl child, training house-wifes in spoken English. Students who participate in extension activities are eligible for incentive marks, certificates and awards. Some of the teachers of the Institute have received State Award for their contributions in the academic field and social work.

    CRITERION IV: INFRASTRUCTURE AND LEARNING RESOURCES:
    The Institution is located in a prime place, in the city. There are faculty buildings, administrative office, auditorium and library in the main campus. The hostels and the former building of Morris College (now considered a heritage monument) are located in a nearby place. Some of the buildings of the Institute are being used as Government offices.

    The facilities in the Departments of Home Economics, Psychology, Music and Geography are good. The Institute has provided departmentwise cubicals for their smooth functioning. Efforts may be made to improve the facilities in other departments too. The Institution depends upon the Government Grants for its developmental activities. However, it is planning to augment its resources by contacting its NRI alumni. The maintenance of the building is done by the Public Works Department.

    In order to put its infrastructure to a maximum use, the Institution functions between 07.15 am and 05.40 pm on working days. The facilities are also made available to various Government Departments including Banks for conducting examinations, coaching and other activities. The Nagpur University also uses these facilities for organizing cultural programmes. The campus is kept clean. The students observe 'Shram-dan' and help maintenance of the campus. Inspite of being located in the center of the city, a serene atmosphere prevails in the campus. The campus is also declared a smoking-free zone and use of tobacco in the campus is also prohibited. Some of the very old trees of the campus need to be protected as historical structures.

    There are separate hostels for boys and girls. Both are maintained and managed well. The students are happy with the food served in the hostel. The library is managed by an Advisory Committee. The facilities in the library need to be computerized. There are 64277 books in the library and library subscribes for 13 journals. The library may acquire more latest books in different subjects. The students may be given photo copying facilities at reasonable cost. Inter-net facility is also necessary for the benefit of PG students and the faculty.

    Establishing a central computer facility would help in the administration accounting and training students in computer skills.

    There is out-door sports activity and a gym. Outstanding sport persons are eligible for incentive marks in the examination as well as sports scholarship. They are provided with blazers, track suits etc. and refreshments during practice session and competitions. Some students have participated in national level tennis, cricket and korf ball tournaments.

    CRITERION V - STUDENTS SUPPORT AND PROGRESSION:
    The College publishes its prospectus annually in which the rules of admissions, fees structure, academic programme, list of faculty etc. are mentioned. About 83 percent of the students appear for the qualifying examinations after completing the minimum period of studies. Less than 50% of students pursue PG courses after completing the UG courses. The results of UGC, CSIR, NET/SLET examinations are quite impressive as 20 students have passed the examination in the last five years. One of the students of the Institute has qualified in Indian Civil Services Examination. The frequent and informal interaction between the students and teachers has helped in gauging the intellectual capacity of the students and maintaining cordiality in the campus.

    Many scholarship and financial assistances from different agencies are available to the students of the Institute. The State and Central Government scholarships such as, National Merit Scholarship, GOI Scholarships for SC/ST and OBC students, Eklalavya Scholarship, Open Merit Scholarship are available to the meritorious students. Apart from this, there are some freeships for low income group students; fee concession for physically handicapped students are also available. Sports Scholarship are awarded to the outstanding sports persons. Students representing games and various atheletic meets are provided with blazers, games kits and other incentives.

    There is no formal student counselling and placement cell in the Institute. However, recently, the Institute has established an Employment Information Cell and provide some guidance to the students regarding different employment opportunities . The Departments of Psychology and Home Economics provide informal counseling to students at personal level. Even though the College has been is in existence since 1885, there is no alumni association. There is an impressive list of alumni including former Prime Minister, Vice-President of India, former Governors and Chief Ministers and others. It is only recently that the Institute has taken some initiative in the formation of the alumni association.

    The Institution has two hostels for boys and girl students which are well maintained. The students are provided with food at cheaper rates in the hostels. There is a gymkhana for indoor games and students use the same during their leasure time. There is also a playground used by the students for various outdoor games like football, hockey, basket-ball etc. The Institute has received a large number of prizes in the inter-college competitions at the State and National levels. Students are encouraged to participate in various cultural programmes. Some of its students have been selected for different AIR and DD Programmes. The NCC cadets and the NSS volunteers of the Institute have participated in different University level programmes and a number of social activities. They have undertaken various extension activities like blood donation, village adoption, creation of awareness about AIDS, adult literacy, dowry death etc.
