In the year 1984, a visionary foresaw the great oak within the tiny acorn which he planted and nurtured with care and dedication. His Grace Dr. Stephanos Mar Theodosius, Founder-Manager of St. Thomas College, Bhilai (affiliated to Pt. Ravishankar Shukla University, Raipur) is no more with us but he lives on through the institution which has progressed by leaps and bounds and has carved for itself a niche in the education map of India.

Rev.Stephen Hislop (8th Sept. 1817 to 4th Sept 1863.), after whom the college is named, was an Evangelist, Educationist and Geologist. He worked for 18 years in the Vidarbha Region, and learnt Marathi Language in 15 Months. Death took him on 4th September,1863 in BORI RIVER where he was drowned in the vicinity of TAKALGHAT.

The College was established in 1969. Presently it is affliated to Bilaspur University. It is spread in over 2 acre area.
