Eastern region of India comprising of Bihar,Orissa,West Bengal, eastern parts of Uttar Pradesh, Madhya Pradesh, northern part of Andhra Pradesh and all north eastern states receive high rainfall. The rainfall,however,has erratic temporal and spatial distribution with considerable year to year variation. Even in years when total rainfall is adequate, long drought spells or inadequate rainfall at crucial stages of crop growth adversely affect agricultural production.

OBJECTIVE

The Regional Research Laboratory (RRL) at Bhubaneswar was established in 1964 by the Council of Scientific and Industrial Research (CSIR), India to undertake R & D towards utilisation of natural resources with emphasis on conservation of minerals and energy through process and product development.Regional Research Laboratory, Bhubaneswar (Orissa), India set up in 1964 is a premier establishment of Council of Scientific & Industrial Research.

The Regional Engineering College, Rourkela (RECR) is located in the industrial city of Rourkela, in the state of Orissa (India). The city of Rourkela came into prominence in the year 1954-55, with the decision of Govt. of India to set up the first public sector steel plant in this locality with the collaboration of West Germany. At present the city is a large metropolis with a population of around 4 lacs.

Central Institute of Plastics Engineering & Technology (CIPET) was established in 1968 by Government of India with the assistance of United Nations Development Programme (UNDP) at Chennai. The main objective of setting up of the institute was to develop manpower in different disciplines of Plastics Engineering & Technology as no similar institute was in existence in the country. International Labour Organization (ILO) served as the executing agency.
