Eastern region of India comprising of Bihar,Orissa,West Bengal, eastern parts of Uttar Pradesh, Madhya Pradesh, northern part of Andhra Pradesh and all north eastern states receive high rainfall. The rainfall,however,has erratic temporal and spatial distribution with considerable year to year variation. Even in years when total rainfall is adequate, long drought spells or inadequate rainfall at crucial stages of crop growth adversely affect agricultural production. Heavy rains in peak monsoon season frequently flood many low lying areas causing extensive damage to crops, buildings, roads and communication networks.On the other hand substantial areas of the region remain uncropped during post monsoon season due to lack of water. The major constraint to agricultural development in the region is poor management of water resources which makes use of other production inputs and high yielding technologies less attractive. Improved management of water is necessary to enhance crop productivity in the region. Keeping aforesaid requirements in view, the Indian Council of Agricultural Research approved establishment of Water Technology Centre for Eastern Region (WTCER) at Bhubaneswar during the Seventh Five-Year-Plan. The centre came into existence on 12th May, 1988 as National Research Centre. The centre has already developed laboratories for soil-water-plant ,irrigation and drainage, hydraulics, agronomy and fisheries research. It has an engineering workshop and photographic laboratory. In addition to this,at the experimental farm at Mendhasal, pressurised irrigation system,solar photo voltaic-pumping system, agricultural drainage project and meteorological observatory have been established.WTCER library has collection of more than 1000 books and subscribes to almost all the leading journals devoted to land and water management.It has photocopying and binding facilities. The centre also has well furnished committee hall, conference hall and lecture theater.
