The Central Institute of Road Transport (CIRT) was established in 1967on the joint initiative of the then Ministry of Shipping and Transport, Government of India, and the Association of State Road Transport Undertakings (ASTRU).
ASTRU represents State Transport Undertakings (STUs) which operate about 110,000 buses all over the country and employ nearly 8,00,000 workers. The main aim of CIRT is to help in improving the quality of public transport through management development, research, testing and consultancy activities. In the larger interests of the road transport sector as a whole, the Institute also opens its facilities to manufacturers and fleet operators in public and private sectors. CIRT has a modern automobile component testing laboratory, where samples of spare parts used in heavy vehicles are tested for quality. The tests so carried out enable the Standing Committee (Supplies and Contracts) of ASRTU to issue rate contracts at competitive prices on firms which supply spare parts to STUs. CIRT is administered by a Governing Council consisting of chief executives of the STUs and officials of the government. The Vice-President of ASRTU is the ex-official Chairman of CIRT's Governing Council. The faculty of CIRT is clustered into three groups: Engineering, Management and Operations . Each group interacts with the other two in carrying out training, research and consulting. The Engineering Research Centre which does testing of automobile components is staffed with scientists drawn from various disciplines in engineering and allied services.
Objectives To promote and provide for the study of the principles and practices of organisation and management in various spheres of public transport; To conduct research on critical issues in transport development and to undertake consaltancy assignments to improve organisational effectiveness and operational efficiency; To impart training and education to all categories of managers and professionals engaged in furthering the cause of public transport; To help the government and its agencies in evolving integrated policies and legislative framework to enable a balanced growth of the transport sector; To be the clearing house of ideas, information and data pertaining to transport industry with specific reference to safety, environment and productivity; To lay down standards, specifications and norms for various materials used in heavy vehicles through performance evaluation, material analysis and quality monitoring ; To undertake research for improvement and technological upgradation of vehicles used for passenger transportation together with their components and assemblies; and To engage in any other activity as may be conducive or incidental to the attainment of the above objectives.
Mission
CIRT was originally established to promote the interests of public sector bus transport in the country. In this endeavour, it organises management development programmes in all areas of interest for transport professionals. The programmes are all residential and aim at formal and informal processes of learning, both within and outside the classroom. The focus is on an integrated approach to the management of transport operations by blending the larger social, economic and environmental issues with the imperatives of decision making within the enterprise in the course of providing an efficient, adequate, economical and properly coordinated transport service. The consulting and research activities and the testing laboratories support and supplement CIRT's endeavour to help its customers. In keeping with the spirit of economic liberalisation, CIRT is expanding its activities to include both public and private sectors in passenger and goods transport.
