Admission Notices

    The Institute's main activity is to conduct the foundational training for officials recruited to various state services, viz. Rajasthan Administrative Service, Rajasthan Police Service, Rajasthan Accounts Service, and others. It also organizes professional training for the officers of the Indian Administrative Service (Allotted to Rajasthan), Rajasthan Administrative Service, Rajasthan Accounts Service, and Rajasthan Judicial Service. Since 1995, the Institute has also started conducting foundational training for the probationers of the Central Civil Service. Besides, in-service courses, both specific object-oriented and specific target group-oriented, are also conducted in the Institute for the officers working in various central/state government departments/undertakings. State/national/international level seminars, workshops and conferences, on subject relevant to and impinging upon state policies, programmes and implementation thereof, are also held from time to time. The Institute also organizes trainers' development programmes. The Institute undertakes various research and evaluation studies to generate new concepts and for effective improvement and management of public policies and programmes. It has to its credit, many publications based on its own research. Many institutions and agencies, both national and international, have been supporting the Institute in this endeavor. These include various departments/ministries of Government of India, such as Department of Personnel & Training, Ministry of Rural Development, Ministry of Social Welfare, Ministry of Environment & Forests, Bureau of Police Research & Development, HUDCO, World Bank, UNICEF and the British Council.

    Training Material Development & Publication In order to develop or acquire training material which enables learning with minimal efforts, the Institute prepared and publishes background papers, occasional papers, case studies and training monographs. The Institute's publications cover a wide range of subjects. Its journal - Prashasnika - which enjoys a noteworthy circulation in and outside the country, has completed 28 years of its publication. A Newsletter is also published to keep one abreast with the activities of the Institute. Volumes, based on workshops and seminars organized by the Institute, are also brought out from time to time. TRAINING COORDINATION Being the apex training institution of the state government, HCM RIPA has taken upon itself the responsibility of coordinating departmental training activities and developing linkages among various departmental training institutions. DEPARTMENTAL EXAMINATIONS An important activity of the Institute is to conduct departmental examinations of officers of various state services.

    The HCM Rajasthan State Institute of Public Administration is an apex institute of the Government of Rajasthan for training of civil servants. Owing to both, range and quality of its training activities, it occupies an important place among the training establishments in India and abroad. It has spread out campus, comprised in 48 acres of land, located in the idyllic surroundings, presenting a perfect picture of serenity. One feels that this is just the place for the pursuit of excellence. Besides its wide infrastructure at its Jaipur campus, it has four other centres at major towns of Rajasthan i.e. Udaipur, Bikaner, Kota and Jodhpur. HCM RIPA is under the direct administrative control of Government of Rajasthan. It is headed by a Director who belongs to the Indian Administrative Service and is also Principal Secretary (Training) to the Government of Rajasthan.In 1957, the Institute began modestly at Jodhpur as Officers' Training School for training of the members of newly constituted Rajasthan Administrative Service.
    In 1959, it took responsibility for professional training of Indian Administrative Service probationers of Rajasthan Cadre. In 1961, the Accounts Training School of the Government of Rajasthan was merged in it. In 1963, shift from Jodhpur to Jaipur took place. In 1966, the present campus was built. In 1967, the Ford Foundation began assisting the Institute in strengthening library, teaching and research facilities as also in faculty development. In 1969, it was rechristened as Harish Chandra Mathur State Institute of Public Administration to commemorate the memory of a distinguished administrator and parliamentarian from Rajasthan. The year 1979 saw holding of all-India training programmes sponsored by the Department of Personnel & Training and other ministries of the Central Government. The subordinate Accounts Training School was also merged in it. In 1981, heavy floods destroyed more than half of the main building of the Institute, posing a big question on its future. Yet like a phoenix it rose from the ashes. A new building was constructed with vastly increased facilities. In 1982, an autonomous Centre for Management Studies was created with financial support from the various state public sector undertakings. The year also saw the Institute getting status of the State Institute of Rural Development (SIRD) with assistance from the Department of Rural Development, Government of India and the National Institute of Rural Development (NIRD), Hyderabad. A satellite campus was created at Udaipur by taking over the erstwhile State Institute of Community Development and Panchayati Raj.
    In 1983, four regional centres started at Jodhpur, Kota, Udaipur and Bikaner for training of junior level accounts service personnel under the aegis of the Institute. In 1987, the UNFPA assisted the Institute to strengthen training in health management and also for addition of facilities in main building and the hostel. The early nineties saw the upgradation of computer training facilities in the Institute. It also took up the responsibility of strengthening training at the cutting-edge level of state administration. The facilities at Udaipur Campus were also upgraded.
    In 1995, the Institute started conducting Foundational Course for Central Civil Services. In 1996, the Institute started Post-Graduate Diploma in Management (PGDM). The construction of a new modern block in Vishranti (the Institute's Hostels) is in progress. The library has also been air-conditioned. An ambitious project to make Institute's campus eco-friendly has been taken up. Faculty has been strengthened with the arrival of many academics as well as practitioners in government. A campus-wide networking of more than 80 computers has been installed to enhance the efficiency of faculty and staff.
