National Training and Education Division - National Training and Education Division (NTED), formerly the Training and Exercise Integration / Training Operations (TEI/TO) Training Division under the Department of Homeland Security's Preparedness Directorate was first organized in 1998 as the Department of Justice's Office for Domestic Preparedness (ODP). As a result of the Post-Katrina Emergency Management Reform Act (PKEMRA), the DHS Preparedness Directorate merged with FEMA and the new National Preparedness Directorate was formed. Legacy training organizations from the DHS Preparedness Directorate and FEMA were consolidated under the umbrella of the newly created National Integration Center (NIC).
