Hemo Prova Borbora Girls' College (H.P.B Girls' College) which is the only girls' college in Golaghat District, Assam under Dibrugarh University was established in 1969. In the process of establishing the college, a noble-minded doner Late Alok Ch. Borbora came forward and offered Rs. 75,000/- in the glorious memory of his late lamented mother Hemo Prova Borbora. The prime objective of establishing the college was to foster the advancement of higher education among females of the district of Golaghat. The first classes started in the Boarding House of Golaghat Govenrment Bezbaruah Higher Secondary School on 22.07.1969. Thus it had a humble begining with only 26 girl students. Later the college shifted to its present place where it has been growing with permanent structure. The total area of the college campus is 45 bighas.

The college is permanently affiliated to Dibrugarh University and is registered under provision Vide UGC letter No. F.825/78 CP dt.1978 of University Grants Commission. It has made significant strides in its development to become one of the pioneer colleges in the district inparting instructions in almost all arts subjects in both Higher Secondary and Under Graduate levels including major courses.
Meanwhile the National Assessment and Accredition Council (NAAC) has visited the college and accredited it as 'B' grade for women's education.(Certificate enclosed).

The college authority is very keen in maintaining discipline and healthy academic atmosphere in the college premises. All students are to follow strictly the rules of discipline,maintain decorum in dress,behaviour and cleanliness which are essential to any institution of learning. Violation of rules,unsatisfactory progress,irregular attendance, showing discourtesy to the teachers and staff members in any form, adopting unfair means in examination etc. are some of the offences which may make student liable for disciplinary action like termination of scholarship, forced transfer and even expulsion from the college and the hostel.
