The first Labour Laws Review Committee headed by Justice D.A. Desai had in 1974, recommended to have a full-fledged Institute for studies in the field of Labour & Employment to be set up at Ahmedabad. Apart from the recommendation of the Labour Laws Review Committee, Government had also felt the need for well organized programmes - for research, training and development to meet effectively the challenges in the field of Industrial relation and employment. A Scheme for the establishment of an Institute of Labour Studies at Ahmedabad was accordingly, submitted by the Commissioner of Labour in June 1978. The Government had included it in Sixth Five Year Plan of the Gujarat State. The Government orders were issued on 6th September, 1979 for setting up the Institute at Ahmedabad and naming it as “Mahatma Gandhi Institute of Labour Studies." Accordingly the Institute was registered as a Society, under the Societies Registration Act, 1860 on 15th September, 1979 bearing registration No: GUJ/681/Ahmedabad with the twin objective of promotion of harmonious relations and providing social justice to labour.
The Govt. of Gujarat had allotted land admeasuring 11,500 sq. mtrs. for the Institute on survey No: 196 of Village Vastrapur, on the Drive-in-road, Ahmedabad. Shri B.V. Doshi, a World famous Architect of M/s. Stein Doshi & Bhalla, Ahmedabad was appointed as the Architect for the Building of the Institute. The foundation stone laying ceremony of the Institute was performed by Shri Babubhai J. Patel the then Chief Minister of Gujarat State on 20th September, 1979. Initially, the Institute was housed in a building in the Raj Bhavan Complex. After the construction of the Institute’s new building it was inaugurated by Shri Virendra Patil, Union Minister for Labour & Rehabilitation on 1st May, 1984. He complimented the Govt. of Gujarat for having named this Institute after Mahatma Gandhi. He also paid compliments to the Engineer and Architect for having constructed such a beautiful building.
To achieve the objectives of the 'Mission" and to be consistent with the strategy, the Institute is mandated to adopt approaches and methods that include the following:
Work to ensure greater and meaningful participation of the stakeholders - trade unions, employers, Government of Gujarat (GOG), Government of India (GOI), other state and national level organizations, International Labour Organization (ILO), and Non-Governmental Organizations (NGOs), in Institute's activities and seek their support including financial support to achieve the objectives of MGLI.
Work closely with the Department of Labour and Employment, GOG, Ministry of labour, Government of India and several other Departments and Agencies of both Government of Gujarat and Government of India who are dealing with labour, employment generation, income raising and diversifying activities, and with ILO, UNICEF, at international level.
Work for and enter into collaborative arrangements in respect of studies, training programmes and seminars with similar institutions and experts in other states in India and abroad.
Manage number of quality training programmes and courses (including short as well as long duration) in areas of industrial safety and occupational health, human resource management, and labour relations.The Institute shall endeavor to introduce new training programmes on the basis of systematic identification of needs.
Network with social partners and other concerned institutions and agencies so as to fulfill the role of training of trainer.
By instituting awards for establishments / companies / organizations signifying the best practices in respect of industrial relations, productivity, working environment including safety and health and profitability. This award will be given jointly to the employer and the labour.
