The first Labour Laws Review Committee headed by Justice D.A. Desai had in 1974, recommended to have a full-fledged Institute for studies in the field of Labour & Employment to be set up at Ahmedabad. Apart from the recommendation of the Labour Laws Review Committee, Government had also felt the need for well organized programmes - for research, training and development to meet effectively the challenges in the field of Industrial relation and employment. The Government had included it in Sixth Five Year Plan of the Gujarat State. Accordingly the Institute was registered as a Society, under the Societies Registration Act, 1860 on 15th September, 1979 bearing registration No: GUJ/681/Ahmedabad with the twin objective of promotion of harmonious relations and providing social justice to labour.
