Primary answer
The FMGE screening test was introduced under the Screening Test Regulations, 2002 by the Medical Council of India (MCI), which is now replaced by the National Medical Commission (NMC). These regulations require Indian citizens or Overseas Citizens of India (OCI) who obtain their primary medical qualification from foreign institutions to pass the FMGE in order to obtain registration to practice medicine in India.
