The College is established by Devi Sharvani Education Society, registered under the Societies Registration Act 1860. It was founded by Late Mr. V. M. Salgaocar, an industrialist and philanthropist of Goa, for the people of Goa aspiring to obtain a Law Degree. The College earlier known as Mahadevrao Salgaocar College of Law was started in the year 1973 with the generous donation from its founder Late Mr. V. M. Salgaocar who named the college in the memory of his father Late Mr. Mahadevrao Salgaocar. In the year 1997, as per the decision of the Governing Council, the name of the College was changed to V.M. Salgaocar College of Law.

The College was started with the view to meet the long felt need of the people of Goa for Legal Education. In the year 1997, as per the decision of the Governing Council, the college name was changed to V.M. Salgaocar College of Law.
GENERAL INFORMATION REGARDING THE COLLEGE The College is situated on a spacious land area at Miramar with its own building of 1050 sq. mts. It has a sufficient number of classrooms, spacious, well ventilated and lit. In addition to the classrooms the College has a staff common room, conference hall, canteen, gymkhana room and other facilities. The entire second floor of the College is occupied by the college library, which is well equipped. The College is a full-time College and functions from 7a.m. to 5p.m. It has a well qualified and competent teaching faculty and administrative staff.
LEGAL EDUCATION With the amendment of the Advocates Act of 1961 in 1987,there has been a new awakening in the field of legal education Universities and Colleges all over India ,have been implementing various schemes and programmes to improve the quality of legal education in the country. With the Supreme Court`s decision in Delhi v/s Rajesh Singh, reemphasizing the power of the bar Council and the UGC to regulate legal education and ensure standards, the bar Council as well as the UGC have been laying down the guidelines for implementation by the Law Colleges. In the recent past, V.M. Salgaocar College of Law has been taking vast strides in improving the quality of legal education and thus substantially enhancing the quality of law graduates who obtain a Law Degree from the Goa University. The College implements legal education as a full-time professional course of study, where the students are not only taught certain subjects of Law but are trained in legal thinking and advocacy by various compulsory schemes and programmes
