The college was established in Jan 1973, by the society for Collegiate Education and named after Dr. Lankapalli Bullayya, the then Vice-Chancellor of Andhra University. The Junior college was established in 1978 by the same society.
The college is a co-educational one and is centrally located in the city about 4 kms. from the Railway Station and 1.5 kms. from A.P.S.R.T.C and is housed in well designed buildings in a sprawling area of 10 acres of land.
The college is primarily known in and around the city as the "College of Commerce". At the under graduate level we have B.Com (Vocational, Tax Procedures and Practices), B.Sc (Computers, Electronics and Chemistry), B.A (History Economics and Politics) and B.B.M. The college started off with the Arts groups of C.E.C and C.E.H and in 1984 and later due to heavy public demand the management introduced M.P.C and Bi.P.C.
At the post graduate level, keeping in view the ever changing trends in the educational scenario, a beginning has been made by the management with the starting of post graduate courses such as M.A / M.Sc (Maths), M.C.A. Besides these three, M.Sc (Computer Science) and M.A. (English) are also added. Perhaps Bullayya is the first affiliated college which runs the above three courses in the entire Andhra University area.
The management has been meeting the salaries of teaching and non-teaching staff on par with state government scales, so the staff working in the institution are highly oriented, dedicated and work minded.
